China has inaugurated the China-BRICS New Quality Productive Forces Research Center, aiming to create an international platform for innovation, policy dialogue, and talent development under the BRICS cooperation framework. The initiative was first proposed by Premier Li Qiang at the 17th BRICS Summit in Rio de Janeiro in July 2025.
The center will operate through a "physical + network" model, focusing on collaborative research into advanced productive forces, technology-driven industrial innovation, and training international composite talent. Alongside the center, the BRICS New Industry Golden Egret Excellence Scholarships will support professional development in sectors such as advanced manufacturing, telecommunications, and digital technologies.
"New quality productive forces"—a concept introduced in 2023—refer to advanced productivity that departs from traditional growth and development paths, emphasizing innovation, efficiency, and high-tech applications. China has made it a central objective in its 15th Five-Year Plan (2026–30), with the China Innovation Index rising 5.3% in 2024 to 174.2, reflecting stronger outputs, increased investment, and higher economic contributions from new technologies and business models.
The center positions China as a conduit for sharing technological know-how and digital infrastructure with BRICS and partner countries. Erik Solheim, former UN Under-Secretary-General, noted that initiatives like DeepSeek’s open AI platform exemplify how China’s innovation can empower businesses globally, from Cameroon to Paraguay, by enabling access to data centers, expertise, and high-tech tools.
For international investors and businesses, the center signals opportunities to engage with China's innovation ecosystem, leverage advanced productivity solutions, and collaborate on technology-driven projects across BRICS markets.
