Nearly 70 Ground-breaking Leading Policies Implemented in 'Two Zones' Development
It informed that in the past two years, tasks related to the development of the "Two Zones" have been completed. A total of nearly 70 ground-breaking leading policies were implemented, along with more than 140 typical projects and functional platforms. Facilitated by the policies for the development of the "Two Zones", the actual utilization of foreign investment in Beijing for the first eight months reached USD 15.24 billion, with a year-on-year increase of 37.9 percent. In the service industry, the percentage exceeded 90 percent.
A bonded monitoring mode is firstly utilized in Beijing for aviation materials based on bonded logistics supply chains and each entrance and warehouse in the bonded zone is monitored with intelligent equipment. By doing so, policies related to tax exemption, bonded warehouses, and e-commerce are well-combined. In the past two years since the development of the "Two Zones", the facilitation of cross-border trade in Beijing has been further enhanced.
Over the past two years, Beijing has actively dovetailed with the rules of high-level international free trade agreements, implementing a number of first-of-its-kind projects, typical projects, and projects with national influence. These include the first wholly foreign-owned currency brokerage company in China and the first wholly foreign-owned licensed payment company in China.
Great breakthroughs have been made to realize institutional innovation for the "Two Zones". The Catalog of Recognized Overseas Professional Qualifications in Beijing Municipality (Edition 2.0) and the Directory of Professional Qualification Examinations Open to Foreign Nationals in the National Integrated Demonstration Zone for Greater Openness in the Service Industry and China (Beijing) Pilot Free Trade Zone are issued to attract talent. In terms of green finance, the China Beijing Green Exchange is upgraded to serve as a national green exchange facing the global community. Meanwhile, Beijing also accelerates the establishment of a trading market for carbon quotas and environmental rights. In the field of intellectual property protection, Beijing allows foreign patent agencies to set up permanent representative offices, further enhancing the degree of openness. Within the bio-pharmaceuticals industry, cross-border e-commerce sales of imported medical drugs expanded to 66 types. In addition, the number of pilot enterprises has been increased to six.
