China and Singapore Release Joint Data Compliance Handbook to Facilitate Cross-Border Data Flow
The China–Singapore Joint Data Compliance Guide: Practical Handbook is now publicly available for download, providing a practical roadmap for businesses navigating cross-border data regulations between the two countries' key economic hubs. Developed collaboratively by Qianhai Administration, Shenzhen municipal agencies, the Singapore Asian Institute of Business Law, and the Shenzhen Data Exchange, the handbook addresses core compliance challenges such as cross-border data transfers, data breach responses, and risk mitigation, helping enterprises operate transparently and securely in both markets.
The handbook has received high-level recognition from the Singapore government. During the second China–Singapore Digital Policy Dialogue on September 28, 2025, Singapore highlighted the guide as a phase milestone in bilateral digital cooperation, alongside complementary initiatives like standard contract clauses and digital trade facilitation solutions. Singapore's Senior Minister of State for Digital Development and Health, Chen Jiehao, emphasized the handbook's role in advancing practical compliance guidance under the Trade Trust framework.
Since its release, the handbook has been actively introduced and interpreted at multiple high-profile events. On September 29, experts including Yeong Zee Kin, CEO of the Singapore Law Society and Chair of the Asian Institute of Business Law, offered detailed practical insights at the “Data Silk Road” seminar in Shenzhen. On November 27, the handbook was showcased at the Greater Bay Area–ASEAN Economic Cooperation Forum to inform regional stakeholders.
With the handbook now fully accessible, enterprises and institutions are encouraged to download and apply its guidance to strengthen compliance practices, reduce cross-border data risks, and facilitate smoother digital trade between China and Singapore.
